Home Ministry Ends Secondment: MCBA Chief Datuk Seri Mohd Shuhaily Mohd Zain Reassigned Back to PDRM
PUTRAJAYA — The Home Ministry (KDN) has decided to return Malaysia Border Protection and Border Agency (MCBA) Director-General Datuk Seri Mohd Shuhaily Mohd Zain back to the Royal Malaysia Police (PDRM), effective last week.
Home Minister Datuk Seri Saifuddin Nasution Ismail confirmed the decision on Thursday during the Home Ministry’s monthly assembly in Putrajaya, clarifying that the move concludes Mohd Shuhaily’s seconded cadre appointment at the border security agency.
“Yes, the decision was finalized last week,” Saifuddin told reporters when met at the assembly.

Transition to Police Force
Saifuddin explained that Mohd Shuhaily is a senior police officer who was previously placed on secondment to establish and head MCBA—the newly established agency responsible for streamlining and coordinating border security and protection across the nation.
However, the minister did not elaborate on the specific portfolio, rank deployment, or official position that Mohd Shuhaily will assume upon his return to Bukit Aman.
Before his appointment as MCBA chief, Mohd Shuhaily served in several high-profile leadership roles within the police force, including as Director of the Bukit Aman Criminal Investigation Department (CID), Kuala Lumpur Police Chief, and Penang Police Chief.
Vacancy at MCBA
Addressing questions regarding who will succeed Mohd Shuhaily as head of the country’s border agency, Saifuddin confirmed that the top position at MCBA will continue to be filled by a senior police officer.
An official announcement regarding the strategic reshuffle within PDRM leadership and the appointment of the new MCBA Director-General is expected to be issued by the Inspector-General of Police and the Home Ministry in due course.
